I have seen a similair question posted, but can't find it in the search results. Tesco's advertise that if you park for longer than 2 hours, you will recieve a parking fine and they will get your details off the DVLA. Can the DVLA give them your infomation? And if they don't mention getting your details from a source, where do you stand legally if you got a ticket?
tesco dont get the details from DVLA as far as i know.
Sainsburys have a system where they take a photo of the offending vehicle and then email the details to a company who issue the fines for them. They are the ones who get the details from the DVLA.
if you overstay your stay and there are signs up to point this out,they are fully entitled to issue you with a fine,they can get your address from a agency who can get your details from the dvla,the same way as councils do,legally you have to pay,if they can prove you overstayed.
Anybody can buy the details from the DVLA for �2.50 a time - as long as they can show good reason. The example you give is considered good reason, as is being involved in an accident with the car.
