Does a solicitor engaged to draw up a document granting Power of Attorney have any right to examine the Will of the donor (the said solicitor having had no part in drawing up the Will)?
The solicitor has no "right" to examine anything. However, the solicitor would be failing in his duties to his client if a PoA was executed or an EPA was executed, which may affect property that has been specifically bequeathed. But it really would depend on the circumstances.
