Covenant
I live in a new development of 20 houses and one of the houses is multi occupant let by a landlord/owner who does not live there. One of the covenants of the development says that the properties are to be occupied by a single family. Would it be fairly simple to force the owner/landlord to only let to one (related) family. There are currently 5 peapole there all with cars to park with the attendant problems

If you read your documents carefully you will find that you have all covenanted (contracted) with the developer, not with each other. You should therefore write to the developer pointing out the breach and asking him to remedy. Whether he will or not is up to him, you cannot insist that he does.
You should double check the actual wording of the covenant, as 'Single family' doesn't sound quite right - it may be more like 'single dwelling' which has more to do with not dividing the proerty into several smaller dwellings, and less about the actual relationship of the people who live there. If they are living in the house as a single dwelling but as unrelated flatmates, I am not sure there is much that can be done.
You sound like your main concern is actually the fact that they have 5 cars, which could just as easily be a problem if a single family lived there!
