Housing lists

My wife and I have been renting a 2 bedroom flat for a number of years where we live with our daughter. We now have a baby son and have applied for a 3 bedroom house. We were told that the waiting list for the area is approximately 4 years, as we are still "adequately housed" with a baby boy sleeping in our room. In the meantime a young couple with no children have moved into a 3 bedroom house on our street, 3 doors away from the 2 bedroom flat they were previously in !! Is there any way I can get access to the list which shows who has moved from/to where and how long they have been on the list. A bit long winded I know, sorry !
