Can you explain in more detail? Is this a residence or a business premises? What type of tenancy is it? What was the reason for the eviction - was it because they could not provide a water supply? If so, then they should have known that before renting out the property and are undoubtedly liable & should repay the rent without delay. If they don't you should go to Court.
Of course, if there was no water supply I can't imagine that you would have wanted to stay there anyway - but that doesn't remove the landlord's liability.
