can a community approach goverment
Our community is activly campaining to gain possesion of a property that should have been offered to us in 1995 (brownfield site strategy team) backed by the deputy prime ministers office, to offer to communities to renovate to aid the community i.e create jobs to use as a facility to boaster infrastructure but we were not informed this property has been left empty and abandoned for ten years when we started to find out who owned it some 3 years ago much has happened since the owners are themselfs a government body ( DSA Driving Standards Agentcy).
Who eventually agreed to sell but swiftly put forward for outlining plans which were eventually were passed by our council which not only doubled the cost but took it away from the community to offer up to developers with ready cash.
We were hoping to win the bidding on the understanding they would wait for funding via our charity that would've been registered it's the chicken and the egg senario because since we didn't own the property we couldn't register the charity it has now been sold to a developer who has offered to sell but wants a million with the time limit in place of mere weeks.
Do we have the right to evoke brownfield strategy site scheme?, as he is not officially the owner yet?
We want to use this for the first inclusion nursery for disabled and abled bodied babies and toddlers also for community project on evenings and weekends we wanted it to be fully funded by the charity.
