Council service strips

My local council have recently informed myself and my 14 other neighbours that our boundaries are 2 metres into their servive strip. When I moved into my house, 8 years ago, my boudary fence was already there. Most of my neighbours are in the same situation and the ones that have been here since the houses were built, were told by the builder where their boundary was. Do we have any 'right' over the service strips? The council have told us that they are not liable to maintain them
