fence Heights

Could someone please tell us what height a fence can be around the front garden???
We understand it is up to 6 foot in back garden, our next door neighbour destroyed our 3 foot high fence around our front garden last night saying we was not allowed to put it up, it was too high etc etc,
We do have permission from our housing officer which we got when we signed the tenancy.
