does anyone know where to find info on bridle way/footpaths

how can I find a definitive answer

I don't think so - never seen a public right of way marked on an LR plan - have you?
The free way to do this is to phone the Right of Way Officer at your County (or Unitary Authority) Council. Not at the local council level - Rights of Way are held on something called a Definitive Map which is held at the County level. Describe where the path is and he/she oughtr to be able to help - its their job. Paths are given numbers.
Your Parish Councillor may also be able to assist.

Another thought - the quickest way to get 99% accurate infomation on whether a public footpath exists is to consult the local OS map. The OS mark public rights of way on both the 50000 and 25000 series maps. They get the information from the same source - the Definitive Map held by the County Council.
