Rights of a tenant Re no hot water or heating for nearly 4 weeks

I rent a property which has no hot water or heating as the boiler at the property is very old and has finally given up , the landlady has received 3 quotes to do the work but seems to be stalling for financial reasons , she wants to pay as little as possible and doesn't mind who does the work , we have 3 children and have to travel to the other side of town to our eldest daughters to shower etc , does any one know who we can contact regarding this matter or where we stand , any help would be greatly appreciated , from a very stressed answerbank user ?
