Have you declared to the tax man and insurance company that you have lodgers?
Fors - they will be able to vote.
Againsts - Can't think of any.
For - you will be complying with the law on electoral registration and avoid a possible fine if you are found out to have lied on the registration form.
They will be able to vote, turn up in credit searches and the like

Against - none if you/they are bona fide citizens and not crooks.
whether or not of a person wishes to use their franchise to vote is nothing to do with you .The right to vote is for everyone, just because these people are your lodgers , you have no control over their rights , nor should you have.
I am a bit unclear about the motivation behind this question.Have you got something to hide? Are the relevant bodies , such as Inland Revenue, mortgage provider , or local council, and insurance company aware of these lodgers. If they are not aware and your lodgers decide as they can to register on the electoral roll, you are going to be somewhat stuffed.
