Legal aid for a civil matter

Hi, I've looked on the direct gov site but I would like to know if you can get legal aid for a civil matter in relation to a business disagreement (person A has a business that they have just started up but it is not making any money yet but they are desperate to get off benefits (the benefits people know all about the business and it's income, etc) - there is a business based dispute, can they get legal aid?). Thanks
