i have been living in my mobile home,on my farm for 13 years,i have been paying council tax for 4 years after i was sent a bill from them,i havnt a certificate of lawfulness ,do i need one?

If you are trying to gain an extra residential dwelling in the countryside by operating out of the van for over 10 years without permission, then you've probably done it - especially if the silly so-and-so's at the council have also been sending you council tax bills when there is no residential permission for the van.
Do you derive your living from working on the land? (agricultural worker) - there wouldn't normally be an issue in getting such a permission in that case.

You only need to get the certificate of lawfulness if you want to apply for planning permission for something else on the plot, if you want to sell the land or if the Planning Enforcement people start chasing you. And possibly if you wanted to secure any kind of finance based on the current use. Otherwise you'd get no gain for your money and effort in my opinion.
