Domestic garage for business purposes

I live in a house where the garages are in a block. The garage opposite mine is being used for business purposes. I don`t know whether it is the owner that uses it, or whether he is renting it out. It`s piled high with stock and a large van comes there (sometimes quite late at night) and always blocks my garage entrance (despite the keep clear sign). My question is, is it illegal to use a domestic carage for commercial purposes and if so, who is responsible for enforcing that?

The Count's link correctly points out that business rates will probably need to be paid on the garage. However persuading your local council to charge such rates won't prevent the owner of the garage (or his tenant) from using it for commercial purposes.

A more relevant point is that planning permission (for 'change of use') was probably necessary and is unlikely to have been obtained. If you speak to your local planning office they will get an enforcement officer to check on the situation and (probably) to issue a notice requiring that the commercial use of the garage ceases.
