Is it legal to have a a security officer to work 14.5 hours a day on a one week on one week off rota system?

Security staff are exempted from the average 48 hour working week limit, so the fact that the pattern you describe averages 50.75 hours doesn't mean that any regulations have been broken with respect to that restriction.

However, as OL's link states, employees must be given a minimum of 11 hours break between shifts. Security work is NOT exempted from that part of the regulations. hence the working pattern is illegal.
