Fly Tipping

I own a block of garages which are rented out to several tenants. One of the tenants has piles of old tyres and other rubbish piled outside his and other tenants garages in addition to this he parks his old bangers outside the garages. I believe if I complain to the police they will not do anything as the fly tipping is on private property. Can I take out a civil case against this fly tipper as he is loosing me income due to him upsetting the other tenants ?

How long is his lease on the garage? Get rid of him asap
