Attempted Robbery In Cape Town

From memory, my understanding is that, while in Venice, the wife is looking for a way of coming to terms with the death of their child, which is where the blind lady comes in. The husband has (he believes) accepted the unfortunate accident that killed their daughter and is busy working, too occupied with work and his own grief to give her much attention so she gets very involved with the psychic. Meanwhile there has been a spate of unrelated (to the couple), unexplained killings around the streets of the city.
Apart from the rest of the story about how the tragedy has affected their relationship, some of the wife's desperation at their child's death and willingness to believe the psychic, eventually rubs off on the husband. He then catches a glimpse of a small figure in a red mac running through the alleyways of Venice. Unsure of his own beliefs now and hoping against hope that it is his daughter (she was wearing a red mac when she died), he feels bound to follow the figure to investigate. This turns out to be a dwarf who kills him for no apparent reason and so one must assume this is the serial killer responsible for all the other pointless deaths in the news. The wife is left with less explanation for death than she came with'..
Forgive me if I got any facts wrong, it was a long time ago that I saw it and this is how I remember it - as I said before, a very sad film.
