Referral Order

I was watching a programme last night about the Thames Valley Police where they were called to a youth club where a 16 year old had attacked 3 people including youth workers. He then resisted arrest and assaulted a police officer. When it went to court he was given a 9 month 'Referral Order'. What is this and what do you think about this punishment ? I wonder if it sends out the right message for such appalling and inappropriate behaviour.

I would prefer bootcamp at the very least.
