He would be better contacting the Criminal Injuries Compensation Authority who often award more substantial sums, even where an offender hasn't been convicted. The minimum is 1000 but it sounds like his injuries wouldn't attract such a large figure. It's not the nature of the assault that attracts the compensation, it's the severity of the injury.
To work out what you might (or might not) get from the CICA, copy and paste this link into your browser's address bar. (The link isn't 'clickable' because it's on a secure server):
https://www.cica.gov.uk/portal/page?_pageid=115,65157&_dad=portal&_schema=PORTAL
Read through the introduction and then click the 'Personal injury' link. That takes you to an online calculator where you can input the details of the injuries.
Contrary to the content of the first two posts, compensation from CICA does not 'depend upon the circumstances'. There's a fixed payment for each type of injury to each part of the body. (The only way that 'circumstances' can play a part is that the CICA could, for example, reduce their payment if the victim had a criminal record. The actual circumstances which led to the injuries would not normally affect the level of the award). However, as Davec886 indicates, if the amount is calculated to come to less than 1000, the payout is nil.
