Electoral Registration???

Just received a letter which i havent opened yet but on the bottom of the window says "You are by law to give the information required"do i have to fill in it and sent it back???

Because i rent and move house alot I am on the electoral register at a relatives address in the nearby county, I do like the vote etc I fell it is important but as I move alot I dont think I live anywhere long enough to make it worth while and as my relative is a member of a political party where I vote and on the local council it helps him more to vote there.
However to keeps screwing up applying for things and opening accounts online, beacuse I am not registered at the property companies have to request copies of passports and all sorts of personal infoprmation from me, I have to post these to them which is a security risk for me, just to prove I live there and my identity. But a cannot see how the electoral register can keep upto date anyway with all my house moves so will I be better off registering anyway?
