It provides a foundation for courts, public bodies and legislators to work within but it does not, in itself, prescribe specific penalties for breaches.
It's purely domestic legislation (which must comply with, and be interpreted in line with, the ECHR) which creates specific offences and defines the penalties associated with them. See here:
