is it legal for a car dealer to simply park cars at the side of the road in various places with adverts in to sell them? I'm brassed off with one guy parking cars outside my house with A4 sheets of paper advertising them for sale.

Single car sales at the roadside aren't banned under the legislation I referred to above but, where certain laybys, verges, etc are regularly being used for such sales, the council can make an order prohibiting any sales at that location..

I thought the main reason for cars left around streets is so that dealers could represent themselves as private sellers.
Sorry, I thought you were in the US because you used the American spelling of kerb.
The US use both version of Curbside/Kerbside
My Council's Planning Enforcement Team has successfully prosecuted against this type of behaviour - I think it may have been in conjunction with Trading Standards or some other part of the Environmental Health Service. So I'd also give the Enforcement Team a call.
