Saplings to trees and green fly infestation

two question here really !
firstly there are three trees in my neighbours garden (tucked behind the shed) The present occupants are new and only been there about three months, these trees grew from saplings wind blew or birds carried and are now quite large blocking sunlight and in fairness quite close to my house, can we remove them ???
secondly two of these trees are horse chestnut (i think) and are completly covered in green fly to the extend that i cut an over hanging branch and created a large cloud of them ! Is there anything I can to to get rid of the green fly and what damage do they do ??

For more on marking an answer as the "Best Answer", please visit our FAQ.You can't do anything to the trees, they belong to your neighbour, all you can do is ask them to trim them. You can however cut any branches which overhang your property, but only to the exact level of your boundary - and you need to give the branches back to the neighbour (or at least offer them) as they are his property.
