Yes, if you are preparing food for public consumption, in a domestic kitchen.
You can get a food safety cert by doing a one day course. Where I am it costs £60

thank you for your help. i actually have a food hygiene certificate and usually attend the event, however, I have been told by the committee I am not required this year which means they will be operating without anyone with a food hygiene qualification. Is it ok for them to sell home made cakes and tea and coffee
You should contact your local council they will advise you on who requires a basic food hygiene certificate.

You should have one if you are preparing and selling food to the public and will get in trouble if you try without one. You can get a food hygiene certificate online for about £20. have a look at http://hygienecertificate.net and you will see what info is required.
