Parent/guardian responsibility in law

If David Cameron is trying to adopt the American way of handling the riots, could he not also and most definately adopt their law whereby if a person is under 18 then the parent(s)/guardian is responsible. To say a child of 11 has been part of the riots, what sanctions can be taken against that would matter. However if the parent (etc.) was held responsible then that child would have been under supervision. This would apply to all children under 18 years. Perhaps then the parent would take more responsibility for their child's actions. After all the law covers this if children do not go to school! Or am I alone in thinking this way??

No one can be held responsible for the actions of another. If the law was not corrupted then anyone under 18 could not be hold liable for anything. But civil action could be taken against someone's parents for damages. The birth certificate is where it all lies though. The government created the legal person for the child which is where it gains the authority to prosecute under statute law. If this Cameron created this law we would see them criminally liable for the child's actions under their own law!
