Yes I will hold my hands up, you are quite correct.

But this wasn't intentional on my part, I just Googled Birmingham EDL protest and it showed that image.

But since you pointed it out, I carried out a further investigation and came to the correct source of the picture, which was the one you so kindly supplied.

It may be an old report but it is equally interesting, and at the same time damming.
The answer to your question is in the very first paragraph of the article that you posted:

"in a fresh bid to prevent scenes of violence which have marred previous visits."
