Fixed penalty notice re. litter

Today I was followed into my workplace(a major retailer) by a council enforcement officer for dropping a cigarette end.He issued me with a caution and read the blurb about anything I say etc and then issued a fpn.This was all done in full view of customers and staff and left me feeling very uncomfortable.I admit I shouldn't have put the cigarette on the ground but there are no bins around.My question is can they follow me into my workplace and cause me considerable embarrassment?

A guy where I live was getting of the bus holding his 1 year old child when his bus ticket was blown out of his hand,"Hitler" never gave him a chance to pick it up and had the notice written as fast as he could.Tha guy appealed through the prope channels but to no avail.
i agree him following you and making a big public show of it was a bit mean spirited and a bit out of order, but really he is not obliged to be sensitive and worry about your embarassment... he has not done anything wrong other than be a bit indiscrete...

i would just pay it because even if you complain and he is reprimanded - it will not cancel out the ticket...you did drop the butt

Don't take offence .. The councils of this country will always be mocked for it's great ability in inventing great new excuses for taking excessive amounts of cash from the motoring or general public.
It's your job 'brief' from your bosses we have a problem with .. not the fact that some of you chose to clear our public areas of pasty wrappers .. used johnnies .. cans, etc, etc.
Bin spies and bin microchips .. using surveillance powers to spy on folk taking kids to school, etc, etc. are good illustrations.
I suppose you are there FINING the old ladies who bring and chuck bread for the ducks too? Isn't that littering then? Eh?
