Could a conditional discharge (over 12 months ago) for minor criminal damage prevent someone from getting a shotgun license?

No. Only a conviction resulting in a prison sentence of 3 months of more can automatically prevent the issue of a licence:

thankyou chris for the answer and the link -i shall let the person in question know, Its actually a renewal of a licence so hopefully he won't have a problem -he does however have to declare all convictions including conditional and absolute discharge but he was wondering if he should even bother if it was going to be denied, - Thanks
