Parking next to the pavement - maximum distance allowed ???

I seem to recall (but I may be wrong) about some kinda new law, regarding parking distances from the pavement.
The reason I ask is that up near where my sister lives, there's a persistent "offender". I've just been up to her house and I couldn't believe how far off the pavement the car was parked, so I actually measured it - a massive 3' 9" way from the pavement ..... surely this is illegal ???
Do parking wardens now have the power to give tickets for this kinda thing, or is it only police officers that can issue a ticket ???
Is there a maximum distance that you can legally park form the pavement ???

For more on marking an answer as the "Best Answer", please visit our FAQ.Giz, There appears to be a lot of motoring offenders in your sister's area.....Apart from the soft top in the foreground of the picture....what about the vehicle that is part on the pavement and straddling double yellow lines; also the one in the background which appears to be positioned facing on-coming traffic.

I've been informed from my bro-in-law that it's been like that for nearly a week. I think the couple who own the car work away all week, so they prob either use another car, or a different mode of transport when they're away.
The annoying thing is, they park like this quite often (ok, it's prob not as bad as this, but it's a good 18" away from the kerb usually) ...... hmmm ...... thinking about ringing police or the council to see what can be done about this :)

Nope, she parks like this regularly, although this is prob the worst it's been. One theory is that she takes the car out Sun night to the pub and comes back sloshed and parks like that - surely no sober pesron could park that bad ???
Anyway, the police have been in contact and unbelievable there's nothing they can do 'cos it's not on a busy main road and not causing an obstruction.- How far out does it have to be ???
