When to raise an objection at a hearing.

I am pitted against a large and powerful Housing Association. The composition of the Panel they have assembled to attend the Hearing is laid out in a document they sent me some weeks ago and it specified only one member of the Management.
They now want to send two and I have enough to cope with without feeling that I'm being ganged up on so I have said I am content with the Panel composition as originally laid down by them.
Their response is that a new policy has just been established and they want that to prevail.

I shall object to the Chair, but would like to know when to pipe up. Immediately before the Hearing is about to start or immediately after it has opened.

(I've been as diplomatic as possible saying that I do not want to embarrass the second lady and would prefer that she does not attend).

Contact the housing charity Shelter, they are very experienced in this sort of thing.
wouldn't it be better to construct a better case in the time remaining, rather than quibble over who will offer the evidence against you? x
