Everything is possible with Local Authorities and government agencies. (I once had a notice about a drainage ditch which notice depended on water running uphill ). There are lots of rules about keeping sheep; do you have a County Parish Number and are the sheep double tagged, are just two gems out of dozens; but it surely could only be some environmental regulation about maintaining grazing in some area, such as a place of special scientific interest or within the boundaries of a national park, which would require you to keep sheep (I'm not saying there is such a regulation, but it wouldn't be a total surprise). Or it is possible to have such a condition of use in a lease or in old deeds, under a clause relating to husbandry.
But haven't the LA told you what regulations you are supposedly not complying with?

What exactly does the notice say ? and what land do you own eg agricultural, building land , recreational use land ? You need to tell us a lot more detail.
For example there is a golf course near me but a farmer has the right to graze sheep on it as well so as you can imagine there can be problems.

The most likely explanations are (in order of likelihood):

1) You have had sheep on the land without satisfying the various regulations. You have now removed them but the local authority has caught up with you. You are seeking advice without telling us the whole story.

2) The local authority has made an almighty foul-up and confused you with someone else. It seems likely that someone in the vicinity has been keeping sheep unlawfully; LAs are not in the habit of randomly sending out enforcement notices of such an obscure kind without some 'justification'.

I'll wage a fiver that it is the former, not the latter. Over to you now.

I am with the land is specified as for grazing and isn't being grazed should be easy enough to offer use of the land to a local farmer for free grazing and you get cute wooly things keeping the grass short for you
