On double yellow lines there will be a plate designating when the lines work and what the restrictions are, so it would depend on the plate.

It's not really enforced though. I park on double yellows on a regular basis dropping my Nan off to her care home.

I've been let off a parking ticket because I was dropping my Nan off (different location)

i would say just waiting at random for a passing fare and using the spot as a kind of unofficial rank, is not on, but pulling up outside a fares house and waiting for them to come out would be ok...

No, I just appealed to the council. I just gave his name and address, her name and care home address, and a list of their ailments and the reason why I parked where I did. They upheld the appeal.

On double and single yellow lines you are allowed to stop to pick up or drop off a passenger, or load and unload goods provided you don't stop for a cuppa and cake while you're at it.

You cannot stop at all in No Loading areas which usually have vertical markings on the kerb and a relevant sign, or on urban clearways which may have red lines or relevant signs.

The double yellow rule is absolute. They are only used on streets where stopping would cause an obstruction or danger. A disabled drivers vehicle causes just as much obstruction as an able bodied drivers one.

For "disabled driver" read "Blue Badge holder".

The Blue Badge Scheme allows a concession to park on yellow lines (single and double) where there is no ban on loading/unloading and no obstruction is caused.

A 3 hour limit exists for England, Wales and N.Ireland; no time limit in Scotland.

I googled 'disabled drivers/double yellow lines' it's on a number of the sites that come up, but does say "providing you are not causing an obstruction"
