I work in a government contact centre. Legally, does a customer have to advise me if they have me on speaker phone and other people are present?I often get people putting me on speaker phone then try and belittle me and show off for an audience.

Not in the UK. Also they don't have to advise you if they are recording the call.
It's rather like you writing a letter to somebody and suggesting that they should not show the correspondence to anybody else.
What makes you think that anyone is doing this?
When anyone official next rings you, or indeed you ring them, tell them you are recording the call and also have them on speaker phone for training purposes! I often record official calls e.g. when having a dispute with a mobile phone company, so I have evidence of the conversation. Might as well fight fire with fire.
