You've got a point there, but why just blame the Muslims, yes they could help by quenching their thirst with Ale, just like the rest of us.
But there is some truth in your obviously sarcastic remark, just like the problem with overcrowded schools, hospitals, housing stock etc, certain parts of England are overcrowded, and that along with usually dry conditions that is the reason for the shortage of water.

Well I presume that, that particular Water Authority rightly assumes that if one is disabled, it would be harder to water one's garden by carrying heavy water receptacles around.
