Selling Souvenirs

I would like to sell some basic souvenirs in tourist areas. I plan on just traveling with my supplies. I was thinking of doing this around Tower Hill or Hyde Park. I'm having a very difficult time figuring out what I would need for a permit and what laws I need to abide by. (I also wouldn't mind advice on location).
