Smoking ban in hotels but what/who do we report law breakers to?

Basically who or what organisation would one report a hotel to that fails to enforce the smoking ban in public places?
Or would it be a waste of time.

Yes designated rooms only and many if not most Hotels do not have any smoking rooms. My comment still applys to the non designated rooms , the penalty for allowing smoking in them is still a personal max £50,000 fine and 6 months. The problems in allowing smoking in some rooms but not others is why Hotel rooms that allow smoking are becoming as rare as hens teeth. Another problem is that staff can refuse room service to smoking rooms as they can not be forced to work in smoking areas.

is the law banning smoking in hotel rooms or just restaurant, bar etc?
Smoking is only allowed in designated bedrooms and is banned everywhere else.
