Ah, so you have a licence it's just been revoked for a reasons - I thought you meant you had never had a licence

tonywiltshire - not awkwardly phrased at all. There is nothing within the phraseology to indicate a licence must exist.
"in accordance with..." would mean complying with the conditions and restrictions of [an existing driving licence]
"otherwise than in accordance with..." includes ALL OTHER actions, such as not complying with [an exisiting licence] and not having a licence at all.
