I have received a self-assessment form to fill in. I should have paid £3,000 tax between 2010 and 2011. Do I go ahead and fill the form and wait for them to ask for the money and also would they let me pay them back in increments. Thanks for any answers.

SA income tax for the tax year ended April 2011 was due for payment no later than the end of January 2012.
Whether you can pursuade HMRC to accept that you had a valid reason not to realise that you needed to complete a SA tax form for that tax year and pay the due tax by January 2012 latest is going to be between you and them; normally one has to pay an overdue fine as well as the tax in one lump sum.
Connemmara did you sort out why you want Legal aid yet? We asked about the type of case as legal aid is hard to get now but you did not reply. Before you ask you can not get legal aid to fight a tax evasion penalty .

No Eddie - legal aid nothing with my tax - it actually applies to my brother who is pursuing a claim of my deceased brother - a little complicated. Said brother has applied so has to wait - if he doesn't get it then claim will be dropped but thanks anyway.
