I doubt that you'll get much help from Dell on the Telephone;unless you have your Debit/Credit card at hand. A few years ago I contacted the firm because I was unable to load a programme (Encyclopaedia Britannica ) and I was informed that I needed to put money 'up front' before they could assist me. I declined their offer and, I think, got my answer from AB.( Disc was only suitable for an earlier edition of Windows.)
It's my opinion that possibly your Comp has been subjected to a Power surge and may even be a 'write-off'; as happened to me when Lightening struck my house. ( Hence the reason for my having an out-dated EB disc)
If you have Household Insurance, it is possible that, as was my case, you can claim to have the equipment replaced; or as I did, settle for a cash sum to buy whatever one chooses.
