Land And Marriage Accrued With A Child That His Moms Husband Adopted Have Rights?

His dad passed away in 2000,he has 2 half brothers who have dads and did not want to be adopted and the kids that his deceased father had,had no custody over them,get anything if he had no will except for it to go to his wife which is the adopted sons blood mother,which it did.She does not have anything to do with the land and after 13 years of him being deceased his adopted child has never received anything but things were given to the sons that were not adopted which are her blood kids too.She now wants to give him an acre of the property but says she will have to be on the deed too,is this true also?The man has a right to have something of his dads considering he raised and adopted him since he was 4 years old but the other 2 sons did not want to be,step in and take it all just to keep him from getting it? And the mother wants to keep hush-hush about it and it be a secret but we do not know why when it is hers and she can do what she wants and giving their so an acre should not make other family mad (Like the mother says) when it is the right thing to do and that was his father.Thanks hope you can help.
