Neighbours Dogs Constantly Barking
Just wondered where - if anywhere I stand
They work evenings so the four dogs are howling and barking all the time until midnight when they then let them out in the garden to start all over again

The rough guidance is if dogs regularly and frequently make noise for 20 minutes or longer or for shorter times at unsocial hours then it can be a noise nuisance. I am a dog owner and I check with my neighbours about what my dogs do when i am not there.
First step if you can is to talk to your neighbours or drop a note through the door, as bedknobs says, they might not know what the dogs do, although if the people come home at midnight and let the dogs out in the garden and they kick off then then they must know.
The council will assess the situation, maybe leave you with monitoring equipment , and deal with any nuisance if they find one. Owners can be prosecuted and fined and council or social housing tenants can also be evicted.
It can be worth keeping your on noise diary before approaching the council.

Ric...I had the same problem some years ago. It was impossible to talk to the owners so I contacted the Environmental department at the council and they sent someone round. He suggested I keep a record of the barking and if they thought it unreasonable I could have equipment to record it.
MrG was very ill at the time so and I was sick to death of the dogs without having to note when they were barking so I just kept phoning and annoying the council until they took action.
I know I may have seemed unreasonable but a barking dog is a bloody nuisance......annoy the council if you have to...good luck...Gx

I've never understood why this doesn't annoy the dog owners too. I have a dog and It would drive me up the wall if he barked constantly. The thinks to stop a dog barking - do not work as I have tried them and got the money back.
I like the idea of the pill in some food over the fence- it gave me a laugh.
I have had (or rather my 11year old dog at the time) had a letter from the council about her barking - she could not read it. I knew straight away who had contacted the council. I wish she had had the "B---" to come and tell me quietly first. She has made up for it now. This is someone who looks after her daughters dog -who has to stay in a cage at night and not allowed to breath, given the chance. Seriously, keep a record of date, time, duration of noise. You are not allowed to make a noise after 23.00hrs without a permit in a residential area. Goo luck
