Can you imagine anyone, anywhere actually liking listening to your son - or anyone else - playing a drum kit in a flat?
Get him an electronic drum kit and some headphones so only HE can hear the drums.
Agree with VHG, electronic kit is the only option in a normal domestic situation. The is no appropriate time of day to play drums at home if you have adjoining neighbours.

Otherwise take him and his drum kit to a school or sports centre and hire a room for him to use.

If you were my neighbour I would not want drums playing on Sundays, Any evening after 6pm or holidays when everyone is home trying to enjoy home time.

You live in a flat and to be perfectly honest it is a bit of an anti social hobby and I suspect from your question your neighbours either think so to or you are trying to pre-empt complaints.
Judging by the time this was posted I'm wondering whether the poster is not in the UK, so we need to know which country's laws apply.
