that story's a total fudge, isn't? The only fact in it is that the SBS, when it exists, will seek to jon the EBU. They will then be entitled to enter Eurovision.
No mention of Salmond anywhere beyond the unsupported claim at the start. No mention of fast-tracking. And the only mention of Lulu is "Yes campaigners have speculated...", which sounds like a pub conversation.

interesting if the fledgling SBS chooses to spend its cash on something like that rather than buying something the population actually want to watch - like eastenders (yes they will have to pay for it - can't see the bbc being at all benevolent); unless SBS intend making their own version, set in Shettleston, perhaps?
