can any member of the family have care of the child or does social services have the right to decide

I think social services will be involved but they would rather a child was cared for by family members rather going to a foster home.

Despite some of the horror stories you read about social services they actually do a good job and will act in the interests of the child.

I also assume it might depends on why the parents are in custody.
and how long for
Social services have the right to decide, unless there is some pertinent reason why another member of the family cannot have care of the children on a temporary basis, they usually prefer the children to stay with family members.
children's interests are paramount ( children act 1989 )
