Who are the cause of rough Estates?

As spring is approaching, it's started, Dogs yapping in back yards, it always seems to be the rough ***'s that's the cause of this, I am by no means a Toff / Stuffed up / Snob / up my own rs, in your opinion who causes this/ should the council see to it that the rough one's are separated & not put together causing this annoyance? from a person that HAS LIVED on a council Estate.

Dogs are in the garden more, children play in the fresh air and get the dog excited , mowers and strimmers start up and so on.
Quite quiet all winter where I am , but as the weather picks up along come the Anglers, yelling across the water to each other and comparing catches, neighbours sit out on balconies and chat with a glass of wine.
Some wash their cars and have fun with the hosepipe chasing their little ones - nice to see life awake again after hibernation.

It all comes down to a general lowering of standards (so what's new?), plus people just being people. The world has always been the same. If councils start herding 'rough' people into enclosures, ghettos, or whatever, they'll be accused of being dictators, so that won't work. Let's just say, that's life.
When council houses were first built, anyone who wanted one had to prove they were in work and would look after it and pay the rent. These were proud people who took care of their home and surroundings. It was then decided I think in the seventies that councils were allowed herd all the riff-raff and great unwashed onto these estates. That was the start of the decline.
I have never resided on a Council Estate but know many who have and they vary wildly.
My Daughter lives on one - people range from rough and ready through hard working middle income to retired people.
It gets lively at times but the place is neat and well kept and if anyone falls on hard times for whatever reason everyone rallies round.

I've never experienced any bother (since I lived in a normal house) You'd get the occasional time that some are quite noisy on the way home from the pub but without realising it. And once...shock horror...the people opposite had a party and two ladies got into a screaming match. Rather amusing actually.
