The definition of a dormer is
a window that is set vertically on a sloping roof. The dormer has its own roof, which may be flat, arched, or pointed.
So if a dormer has its own roof it is not part of a roof.
You're going to have to be more specific as to the context.
E.g. - is this about planning, and consent for a dormer in a roof, is it about insurance and damage? - what context
I think the other way around and say that the roof is a part of a "dormer"
Perhaps a dormer roof is part of the dormer which is part of the roof?!
