HM customs and excise were merged years and years ago
and it is a scam

funnily enough the VAT men were less corrupt than the tax men
because VAT was so crazy that you just said these are the rules - go out and enforce them
whereas tax there crept in the idea of whether it was fair or not ( and if unfair it was 'OK' to skip it )
odd that the idea of corruption was linked to sense of fairness.....

I have had a paper refund - well OK they put it back in my bank and told me by letter -

They never seem to know my name in the emails I get from tax refund scammers and they usually get the name of HMRC wrong
