Does anyone know if it is illegal to allow children under 13 on to building sites even if they are wearing hi-viz and hard hats?

On a supervised visit where the building site has been pre warned and is ready for them, yes. There is a building site at my grandkids school, all the pupils have been on a tour with the site safety supervisor in charge.
They loved it and it formed the basis of a series of lessons on playing safely.
They were all given hi vis vests and hard hats in the correct size that the building company supplied and allowed them to keep.

The builders on the construction site opposite my house bring their three young children on to site all day at weekends when heavy machinery is operating as well as diggers etc.
^^ That's a different situation, I would think that is illegal.
The site will probably be subject to the CDM regs. Report it to the HSE with photographs.

i just asked my husband who is a construction health and safety manager. He says no, it's not illgal but the employing company would probably get prosecuted for not carrying out its duty of care if an accident were to happen. Under CDM, the prinicpal contractor is liable for what happens on site. the workers are probably self employed, so wont be the PC.
the PC should also hve a risk assessment.
If children are invited on private property where heavy industry operates, its up to the land owners responsibility.
