I would have said not, in the same way as you cannot insist that a UK worker register with a GP.
On the other hand one can't insist an employer offers a job to a specific applicant. I'm wondering what criteria is deemed invalid. It seems a strange requirement but maybe there's a valid reason for it ?

Thanks to you both. If an employee is found by the company doctor to need referral to hospital for example due to undiagnosed heart trouble he/she will need a GP to get referral. Similarly if an employee has been attending hospital and would be referred to GP for follow-up. Both scenarios may place both Compant MO and company under an obligation of care they cannot fulfil.
The company doctor can only advise the employee of his discovery. Whether and how the employee chooses to follow that up is up to him. Similarly, whether the employer decides to terminate his employment if he does not follow it up is up to him. But he may fall foul of employment law if he is not careful.
