And can I do anything about it if someone has already destroyed an orchard without seeking planning permission?

That's exactly what's happening, Eddie, and that's why I'm worried.
Well until the owner actually does put in for planning permission there is nothing you or anyone can do. As said he does not need permission from anyone to cut down his own orchard or to leave the land unused.
Permission for change of use from agricultural to residential is hard to obtain.
If he does try for it there will be an inquiry first, so keep your eyes and ears open!
Why are you so upset that a neighbour has cut down the trees, how will it affect you,? it is his land not yours.
^ Read the thread! He thinks the owner may be 'clearing the way' to start an application for change of use to residential !
Then good luck to the owner E51, I am sure if c/c owned the orchard and wanted to make some money he would do exactly the same, his neighbour has got an orchard , and c/c has not . that's how the cookie crumbles E51.
^ Yes Land with planning permission for residential use is worth over 10x the price as agricultural land!
